The CCASCOE Brief is a recurring climate security series published six times a year. Each edition offers a clear and accessible synthesis of complex climate security issues from a multitude of perspectives and for a broad audience of climate security specialists, experts, professionals, practitioners, policy- and decision-makers, and all who are interested in how climate change intersects and transforms security and defence.
This publication promotes multidisciplinarity and a diverse range of academic and practical expertise. It is conceived and built as a space for the dissemination and coproduction of knowledge at the intersection of science and policy. As a science-policy nexus, it translates expert insights into accessible language both to foster the cross-pollination of ideas across domains and to better navigate the challenges of climate security and defence.

Dr. Duncan Depledge
Arnaud Boehmann is a Franco-German sinologist and military analyst. He has been conducting climate-security research since 2020. His research focuses on climate change impacts on the military profession, especially on naval warfare. His research and lectures bridge the civil-military gap by teaching in the armed forces about climate impacts and to civilians about the security risks the climate crisis entails. Since 2023 he serves in the German Foreign Service.
He is a guest lecturer at the German Armed Forces Command and Staff College and has been working closely with German, Dutch and British climate security actors. His research has been published with the Mercator Institute for China Studies (MERICS), the German Institute for Defence and Strategic Studies (GIDS) and the Bulletin of the Atomic Scientists.
Arnaud holds an M.Sc. in Strategic Studies from S. Rajaratnam School of International Studies (RSIS) in Singapore and a B.A. in Sinology and Sociology from the Asia-Africa-Institute.
Burgess Langshaw Power
Spencer is a strategic advisor working at the intersection of climate, conflict, security, and defence. His most recent work has focused on the defence dimension of this agenda: as a NATO CCASCOE Fellow, he examined how climate and environmental risk can be integrated into Allied exercise design and force preparedness. Prior to that, he published analytical work on climate and security risks across fragile contexts for adelphi, a Berlin-based think-and-do tank. He has also served as a civilian UN peacekeeper working on political and security affairs in the Central African Republic.
