Lieutenant Colonel Kim Vetting joined the CCASCOE in 2024. He is on a two-year sabbatical from his civilian job as staff member at NATO’s military headquarters, SHAPE, in Belgium, where he has worked on strategic outreach in the J9 CIMIC branch since 2014. Aside from his NATO work with CCASCOE and SHAPE, he is a Danish Army Reservist, assigned to the Danish Joint Arctic Command (AKO) in Nuuk Greenland, where he works as head of the liaison officers’ team, a position he has held since 2019. Educated as a political scientist from Denmark and Germany, he has spent most of his career in development environments, among others eight years in Kosovo working for the UN, OSCE and Danish Refugee Council, and shorter civilian deployments to Iraq with NATO and Afghanistan with the UN, before taking up the assignment with NATO from 2014.

Lieutenant Colonel Cristian Ciulean is a meteorologist and climate specialist with Romania’s Ministry of National Defence, with more than 20 years of experience. He has delivered critical weather analyses and climate intelligence across diverse operational environments and has contributed to education and training initiatives. He holds two bachelor’s degrees and a master’s in Meteorology and Climatology and is currently pursuing a Ph.D. on the implications of climate change for Romania’s national defence. In 2024, he was appointed as a Research and Analysis Officer at the NATO Climate Change and Security Centre of Excellence (CCASCOE), where he supports Romania’s contribution to NATO by assessing climate-related risks and informing adaptation planning.

Dr. Reiner Zimmermann is Principal Scientist and was Head of Research and Lessons Learned Division at the NATO Energy Security Centre of Excellence in Vilnius, Lithuania. There, he studies for NATO nations and partners energy security related developments with relevance for the military and for civil societies in the areas of technology, geopolitics, economy, and ecology. His research focus is on renewable energies and the nexus between energy security and climate security. He is also the Chief Editor of ENSEC’s journal ENERGY HIGHLIGHTS. Dr. Zimmermann obtained his PhD in the field of natural sciences and is a visiting Professor at the City University of New York CUNY in the USA and the Universidad Nacional LaMolina UNALM in Lima, Peru. His academic publication record includes over two hundred peer-reviewed publications in international journals as well as technical reports. He served as a member of the German Paratroopers long range reconnaissance patrol unit, as infantry commander and as Colonel at the German Ministry of Defence.
